Formalization of the National Framework Agreement to Fight Elder Abuse

On February 7, 2018, the Government of Quebec, in partnership with four government organizations, formalized the implementation of a National Framework Agreement to Fight Elder Abuse.

This new partnership will promote the effective mobilization and concertation of all the partners concerned to ensure a collaborative intervention process for a continuous and coordinated response to protect and ensure the safety of seniors from abuse, with respect to their rights and self-determination.

More precisely, this Agreement:

  • Defines the people and situations referred to by the concerted intervention process;
  • Formalizes the responsibilities and commitments of the partners to establish a collaboration implementation process; and
  • Sets the general guidelines supporting the implementation of a concerted intervention process in each of the socio-health regions of Quebec.

The deployment of this concerted intervention process will be implemented in all of the socio-health regions of Quebec in 3 phases from February 2018 to March 2020, with the Outaouais being in the 3rd phase (See Entente-Cadre National, French only).

This Agreement was signed by Mme Francine Charbonneau, Minister responsible for Seniors and Anti-Bullying, Mr. Gaétan Barrette, Minister of Health and Services Social, Mme Stephanie Vallée, Minister of Justice, Mr. Martin Coiteux, Minister of Municipal Affairs and Land Occupancy and Minister of Public Security, Mr Louis Morisset, President and CEO of the Autorité des marchés financiers (AMF), Mme Annick Murphy, Director of Criminal and Penal Prosecutions (DPCP), Camil Picard, Vice-president responsible for the youth mandate of the Commission des droits de la personne et des droits de la jeunesse, and Mr Norman Jutras, Public Curator.
