What vision care is covered by the Québec Health Insurance Plan?

The Régie de l’assurance maladie du Québec (RAMQ) pays the cost of certain services provided by optometrists.
Services covered for all: In the event of a sudden eye problem such as conjunctivitis or inflammation of the eyelid, or where there is a foreign body on the surface of the eye, persons eligible for the Health Insurance Plan are covered only for an emergency examination, performed by an optometrist, in order to establish the diagnosis.
Services covered for those who meet the eligibility guidelines (i.e., Persons under the age of 18 or 65 and over; those between 18 to 64 and have been a recipient of last-resort financial assistance for at least the past 12 consecutive months; those who are 60 to 64 and have been receiving a spouse’s allowance under the Old Age Security Act for at least the past 12 consecutive months and hold a valid claim slip (carnet de réclamation)-Definition; and those with a visual impairment [additional condition: you must register with a recognized facility specialized in visual aids]).  Coverage includes:  examinations to detect vision disorders, monitor their evolution and assess eye health; examinations specific to a particular condition, such as strabismus; prescription of exercises to improve vision; referral to another health professional. Restrictions: one complete examination per calendar year.
